California Rules for Hemp Topical Cosmetics

California AB 8 establishes requirements for industrial hemp extract used in topically applied cosmetics. Effective January 1, 2026, these products may contain no more than 0.3 percent total THC by dry weight. This general regulatory standard doesn’t describe the cannabinoid composition or THC concentration of the product used during CBD Therapy at our Retreat.

California law defines industrial hemp as Cannabis sativa containing no more than 0.3 percent total THC on a dry-weight basis. It distinguishes hemp from marijuana, which may contain significantly higher THC concentrations and is psychoactive.

Manufacturers of cosmetics containing hemp extract also need an enrollment and oversight authorization, known as an IHEO authorization, and cosmetic manufacturing registration from the California Department of Public Health. These requirements apply to manufacturers and offer context for guests researching topical cosmetics.
